The Declaration of the Republic of the Pacific is considered to be the start of the Pacifican independence movement which would culminate in the ratification of the Constitution of the Democratic Republic of the Pacific on 14 February 1973.

The Republic of the Pacific lasted between 20 June 1971 and 14 February 1973, and during this time many practices that were carried over into the Democratic Republic were established and debated upon. This includes the practice of the executive legislature and economic moderation, and led to the foundation of democratism.

Deliberative Assembly of the Pacific[]

Elected on 10 June 1971 from within the ranks of the Progressive Party of the Pacific the Deliberative Assembly of the Pacific was elected. The Assembly was chartered by the Central Committee of the Progressive Party of the Pacific to be the legislature for the citizens in Ussuriysk to address their issues, proposals, and politics. It's primary responsibility was to establish an executive legislative convention to act for the Progressive Party, thus replacing the Central Committee as the main executive organ.

The Deliberative Assembly consisted of 100 delegates, all up for election by the Progressive Party membership. This saw the first factions being formed within the Party. Factionalism remained commonplace within the Party until multiple political parties were legalized on 7 June 1974. 79 delegates went to the bulk of the Progressive Party while 20 went to the left-wing elements of the party, the last one going to Mikhail Zakharov who declared himself to be an independent. Later on 10 June, Zakharov was elected President of the Assembly, and future Leftist President Vladimir Torlopov was elected Vice-President to represent the minority leftists.

Declaration of the Republic of the Pacific[]

On 12 June 1971, Mikhail Zakharov issued his response to the 24th Congress of the Communist Party of the Soviet Union which was held from 30 March to 9 April, 1971. In his open letter, Zakharov criticized Soviet Premier Leonid Brezhnev's cult personality, manipulation of the Communist Party, and petty response to the economic troubles of the Soviet Union. Zakharov delivered the letter to the Deliberative Assembly of the Pacific, where it received wondrous applause by the delegates. Zakharov famously wrote in his letter "no power can defy the progress of liberty", a quote that later became of the national motto of the Democratic Republic of the Pacific upon his death in 1977.

On 19 June 1971, Zakharov meeting with Vice-President Torlopov and select members of the Central Committee, issued the Declaration of the Republic of the Pacific to the Deliberative Assembly of the Pacific. The declaration was unanimously adopted by the Assembly. It called for independence, political autonomy, economic liberty, and basic freedoms. The phrase "autonomy, liberty, and freedom" was a unifying slogan for the movement until the formation of the Democratic Republic two years later.
